Start by visiting plus.google.com unless you are already there.

Click the "Home" button.

On the right side of the page, click the "Invite Friends" button.

Click on the "Or, share this link with a group of people" field and and the invite url. Now paste the url wherever you like. Twitter, facebook, email, etc.
